cwdIfDownChannelPower
At the HE, the operational transmit power. At the SU, the received power level. May be set to zero at the SU if power level measurement is not supported. If the interface is down, this object returns the configured value (if at HE), the most current value (if at SU) or zero (if not supported by the implementation).
