When the value of tmnxMobServApnChrgCcIgnorRoaming is 'inherit', the value is inherited from the value of tmnxMobServChrgCcIgnoreRoaming which specifies to ignore HSS or MME supplied charging characteristics for roaming scenarios at the gateway level.
