hh3cSysPackageAttribute
It indicates the attribute of the package file. If the value is 'primary', the package will be the first package in the next reloading procedure. If the value is 'secondary', the package will be used if the primary package fails. If the value is 'none', it will not be used in the next reloading procedure.
