This object contains an appropriate value to
be used for cgprsCgTariffTimeIndex when creating
entries in the cgprsCgTariffTimeTable. The value 0
indicates that no new rows can be created. Otherwise,
it is recommended that values are assigned contiguously,
starting from 1.
