This is the maximum number of packets waiting
to be sent over this link since the last time this
value was reset as indicated by
cSpLinkXmitQueueDepthHighReset.
Resetting this object is achieved by setting this
object to 0. Attempting to set this object to any
other value will result in a wrongValue error.
