If off(1), the cache engine can serve any URL.
If blockBad(2), the cache engine can not serve those URLs that are
present in the bad URL list which resides in a file on the cache
engine.
If allowGood(3), the cache engine can serve only those URLs that
are present in the good URL list which resides in the file on the
cache engine.
