If the specified virtual template does not exist, it will be created with no specific configuration. If the specified vc-class does not exist, a new vc-class will be created in the same way as the default-vc-class is. If the specified vc-class exists and its encapsulation is not 'aal5mux' or 'aal5ciscoppp', an error will be returned.
