The value of vRtrRipInstanceAdminStatus indicates the desired
administrative state for this RIP group or instance.
If the RIP instance entry object is set to outOfService, then
all RIP groups and interfaces are shutdown operationally.
If set to inService, the entity and all groups and interfaces
below it are re-enabled operationally unless they have been
administratively shutdown at the group or interface level.
