When RSVP message pacing is enabled (i.e. when
vRtrRsvpGeneralMsgPacing is set to 'true'), the value
of vRtrRsvpGeneralMsgPacingMaxBurst specifies the
maximum number of RSVP messages that are sent
during a configured interval under normal operating
conditions.
This variable is not valid if RSVP message pacing is
disabled (i.e. when vRtrRsvpGeneralMsgPacing is set
to 'false')
