The value of tmnxMobProfDcca3GppQosNegProf specifies whether the
3GPP-QoS-Negotiated-Profile Attribute Value Pair (AVP) should be
included in the Credit Control Request (CCR). Both
tmnxMobProfDcca3GppQosNegProf or tmnxMobProfDccaQosInformation can not
be enabled at the same time.
