The value of tmnxMobServS8DualStackPref specifies the user plane
preference in a dual stack when both IPv4 and IPv6 addresses are
configured for the S8 interface.
If the value 'useCplane' is specified then the value is inherited from
the value of tmnxMobServS8DualStackPrefCplane.
