prefix length of IPv6 addresses in this policy for both static
and dynamic transits.
tmnxBsxTransitIpPolicyIPv6PfxLen can only be changed while
no static IPv6 subscribers exist. If dynamic IPv6 addresses
exist, they will be flushed.
