The value of tmnxBsxAqpFlowCountPolicer specifies
flows matching this policy are to be limited
using the template defined in tmnxBsxPolicerTable.
If more than one AQP entry refers to the same
policer, the same policer instances will be used.
If an attempt is made to set this object to a string
that does not match a tmnxBsxPolicerName value from the
tmnxBsxPolicerTable, an 'inconsistentValue' error is
returned.
