The value of tmnxOtuIfBerSdThreshold specifies the bit error rate(BER)
threshold used to determine when to raise and clear otuBerSd/fecSd
alarms.
Bit error computed must reach/exceed the threshold value over a
predefined period of time for the alarms to be raised. The
tmnxOtuIfSfSdMethod defines how the bit error is computed and what
values of tmnxOtuIfBerSdThreshold are allowed. The following table
