sapEthernetLLFOperStatus is set to 'fault' when the
sapEthernetLLFAdminStatus is set to 'up,' and either a
fault has occurred on the pseudo-wire, or the service is
down, otherwise sapEthernetLLFOperStatus is set to 'clear.'
