The value of the object sapTlsMvplsMgmtMsti indicates the
MST-instance in the mVPLS instance specified in
sapTlsMvplsMgmtService that is controlling this SAP. A
value of 0 indicates the CIST.
This object is only valid if sapTlsMvplsPruneState is
different from notApplicable.
