The svcArpHostOvrTable contains QoS (Quality of Service)
overrides for ARP hosts.
Entries in this table are created and destroyed by the system.
This table is a sparse augment of the svcArpHostTable: entries
are created only for ARH hosts for which QoS overrides information
is available.
