The value of svcVllSiteIdBootTimer specifies how long the
system waits after a node reboot before running the DF (designated-
forwarder) election algorithm.
When this object is set to default value, system uses value of
TIMETRA-MC-REDUNDANCY-MIB::tmnxMcRedBgpMultiHomeBootTimer object.
