The value of custEgrQosAssignmentPortId is used as an index
of the egress QoS scheduler/arbiter of this customer multi service
site. When an MSS assignment is an aps/ccag/lag in 'link' mode, each
member-port of the aps/ccag/lag has its own scheduler/arbiter. This
object refers to the TmnxPortID of these member-ports.
