The value of custMultSvcSiteFrameBasedAccnt specifies whether
to use frame-based accounting when evaluating
custMultSvcSiteEgressAggRateLimit for the egress queues for
this multi-service site.
If the value is 'false', the default packet-based accounting
method will be used.
