The value of vRtrIpFastReroute specifies whether to enable or
disable IP fast re-route capability.
When the value of vRtrIpFastReroute is set to 'true' IP fast
re-route capability is enabled and when vRtrIpFastReroute is set to
'false' IP fast re-route capability is disabled.
