The value of vRtrInetStatRteCpeChkTTL indicates the time, in seconds,
before the CPE will be declared down. Upon receipt of an echo
reply, it has the value of
vRtrInetStaticRouteCpeInterval * vRtrInetStaticRouteCpeDropCnt and is
decremented by 1 every second.
