vRtrIfDHCPRelayInfoAction is used to configure the DHCP Relay
reforwarding policy.
replace(1) - replace existing information with
DHCP relay information
drop(2) - discard messages with existing relay information if
the option-82 information is also present.
keep(3) - retain the existing relay information.
