The value of vRtrIgmpIfMcacPolicyName specifies the name
of the multicast CAC policy.
The multicast cac policy applies the interface cac algorithm if
the channel(group) on this interface is part of the policy as specified
in vRtrIgmpIfMcacPolicyName.
