The value of tmnxCpmProtPolOutProfileRate specifies the
threshold value at which incoming control packets are marked out of
profile.
A default value of -1 specifies absence of a set threshold on
the interface.
The value of tmnxCpmProtPolOutProfileRate is 6000
for the default access policy (policy 254).
