installed.

A time range is defined in tIPv6FilterParamsTimeRangeName, and is
activated successfully.
- timeRangeActiveDownloadFailed:
A time range is defined in tIPv6FilterParamsTimeRangeName, and is
activated, but the corresponding filter entry could not be
installed due to resource problems.
