The value of tmnxHsmdaMdaSchOvrRowStatus is used for the
creation and deletion of MDA-level HSMDA scheduler overrides.
When the tmnxMDAAssignedType of the tmnxMDAEntry indexed
by the same indices of this table is a non-HSMDA MDA Type,
creation will fail and return a 'noCreation' error.
