The value of tAdvCfgTimeAvgFactor is used the weight the new offered
rate with a portion of the pervious offered rate.
When tAdvCfgTimeAvgFactor is set to '0', time average factor
adjustments to new offered rate measurements specified by
tAdvCfgPolicyName are removed.
