The value of tBgpPeerNgSplitHorizon specifies whether or not
to advertise the best route back to the same BGP peer from which the
best route was received.
When the value of tBgpPeerNgSplitHorizon is 'true', the best
route will not be advertised back to this BGP peer, if the best route
was received from this peer.
