disabled(2) - Deactivate the test as defined by this

If tmnxOamTrCtlSAA has the value 'true' and tmnxOamSaaCtlAdminStatus
has the value 'outOfService', an attempt to set this object to
'enabled' will fail with an inconsistentValue error.
