request's usage of the Associated Channel (ACH) mechanism, when
performing an MPLS-TP VCCV ping test.
When tmnxOamVccvPingCtlTestSubMode is 'static(2)', the default value
for tmnxOamVccvPingCtlAssocChannel is 'nonIp(2)'.
