The value of slcTelnetMinTTLValue specifies the minimum
TTL value for an incoming packet.
This object can only be set if the value of tmnxCpmPerPeerQueuing is
'true (1)'.
This value is applied after restarting the Telnet server.
If slcTelnetMinTTLValue is set to zero (0), the
TTL Security feature is disabled.
