A count of the number of times a -Queue-1- frames drops
occurs. Increment the counter by one for each frame
dropped from -Queue-1-. The -Queue-1- marking matched
the REPORT MPCP message Queue-1 field, as defined in
[802.3ah] clause 64.
This counter is mandatory for an ONU.
