threshold is defined.
If h3cDot3OamErrFrameThreshold frame errors occur within a window
of h3cDot3OamErrFrameWindow seconds (measured in tenths of
seconds), an Event Notification OAMPDU should be generated with
an Errored Frame Event TLV indicating the threshold has been
crossed in this window.
