RowStatus, Now support createAndGo,active and destroy.
To create a new row, h3cPPriPriorityType and h3cPPriPriorityValue must be specified.
To modify a row,h3cPPriPriorityType and h3cPPriPriorityValue
must change at the same time and the h3cPPriRowStatus is active .
