This object applies only to those Ports to which
multiple Paths are assigned, at least one of which
is a dial-up Path.
If this is set to bandwidthOnDemand(1), then this Port
will switch all its traffic to the secondary
Path if the primary Path exceeds a pre-defined
threshold.
