This object applies only to a path that is setup as a PrimaryDial
path in DialOnDemand mode. It defines the amount of time, in seconds,
to wait after detecting the lack of user traffic on the dial path,
before bringing the dial line down.
note: this object is replaced by a3ComPortDialDodIdleTime.
