This object is used to enable or disable the Smart Filtering
mechanism on a port. Note, this only applies to the Central
Node in a boundary routing environment.
Note, when this parameter is enabled/disabled, the Boundary Routing
service itself must be disabled and then re-enabled for the new
value to take effect. This is done by setting the corresponding instance
of a3ComPortBoundaryRoute to disabled(3) and then enabled(2).
