The object enables or disables the use of the
entries in the Neighbor Policy Table that apply
to neighbors from which routing information is
allowed to be received.
In other words, this object enables or disables
the use of those entries in the Neighbor Policy
Table for which a3ipxPolRipNbrType = receive(2)
or both(3).
