The current receive bandwidth expressed as a percentage value between
0 and 100%. Bandwidth is calculated by the ethernet driver upon the
request for this attribute. The value is calculated by the equation:
bw = (( octets-rx-delta / speed ) / 100 )
The delta counter is a value kept internally by the driver and not
exposed in the MIB.
The bandwidth value is represented as a whole number only.
