XcmFixedLocaleUtf8String
This data type is used to model textual information in the UTF-8 character set and some locale (language/country), which is fixed (ie, NOT capable of being altered by management station request). This textual information SHALL be represented in UTF-8 and the locale which is indicated by the current value of 'xcmGenFixedLocalizationIndex'.
