EtsysRateLimitResetBits
This textual convention defines the reset properties for the statistics gathering portion of the rate limiters. If bit 0 is set, the etsysCosIrlViolation TruthValue will be reset to false. If bit 1 is set, the etsysCosIrlUnitCounter will be reset to zero.
