VinesMetric
A VINES routing metric. Due to internal storage format, some values are not possible. Once a metric is set, the agent will automatically adjust to the nearest possible value. Implementor's note: internally the high order 12 bits are each 200ms. The low order 4 bits represent 0-15 increments of 12.5ms each.
