The number of new neighbor found events that have occurred. This counter is incremented when the new neighbor is come up. This counter is incremented whenever a hwPimNeighborLoss notification would be generated. Discontinuities in the value of this counter can occur at re-initialization of the management system, for example when the device is rebooted.
