This attribute specifies the Initial Cell Rate (ICR) parameter for this connection. ICR is the rate at which a source should send initially and after an idle period. When this attribute is set to sameAsCa, the initial cell rate is determined by the AtmIf CA Abr/0 icr attribute. When the value of this attribute is set to useMcr, ICR is set to the same value as the Minimum Cell Rate (MCR) for the connection. When the value of this attribute is set to usePcr, ICR is set to the same value as the Peak Cell Rate (PCR) for the connection. If this attribute is specified less than the MCR of the connection, then the MCR is used as the ICR. If this attribute is specified more than PCR of the connection, then PCR is used as the ICR.
